An analysis of arbitrary detention reports collected over the past quarter shows a concentration of incidents around three police divisions.

Reviewing incident reports and media monitoring data collected over the past quarter, Root Signal Africa's research team identified a recurring pattern of arbitrary detentions concentrated in three police divisions in the Kampala metropolitan area.

Cross-referencing citizen-submitted incident reports with verified media monitoring items, the data shows detentions frequently follow peaceful public gatherings, with limited or no formal charges filed within the legally mandated timeframe.

This analysis draws on our incident tracker and media monitoring datasets to surface patterns that individual reports alone would not reveal.
