Root Signal is built primarily for people who need a structured, defensible record of how human rights and inclusion are discussed in East African public life:

• Rights groups and civil society organisations, who need evidence of narrative trends to inform advocacy, early warning, and protection work.
• Researchers, who need consistently coded, source-attributed data rather than anecdotal media monitoring.
• Funders and institutional partners, who need to understand the operating environment for programmes they support.
• Journalists and media organisations, who need context on how a story fits into a broader pattern.

Incident documentation remains open to the communities we monitor on behalf of — anyone can report an incident, and verified reports feed the same evidence base that narrative monitoring draws on. This is deliberately a second, connected spine rather than the platform's whole identity: individual reports matter most when they can be understood in the context of the narrative environment around them.
